Do not spam lists?

Uh, yeah, right... I know everyone is enthusiastic about how well the Do Not Call list took off for telemarketing calls, but there's a few key differences between spam and telemarketing calls:

1) Telemarketers pay per call, spammers don't pay per spam (spam is like a telemarketer calling you up collect call)

2) Spammers are by definition scofflaws, besides, US law has no bearing on a spammer that operates out of a third world country... they'll just use the no spam list as their personal mailing list.

3) Telephone service is highly regulated, all calls are tracked and billed, and it's easy for the government to chase down that information. Spam takes advantage of an unregulated medium, is often forged, and hard to trace.
